Conference: "Defence, Industry, Innovation: New EU policies". 23 November 2018, Cracow
The EU is a grand project based on a belief that peace, cooperation and development are the future of our continent.
Polish accession in 2004 was a final finish of an unnatural split in Europe as a result of World Wars in the XX century.
Europe, according to John Paul II’s metaphore has finally started to breathe with both lungs, the western as well as the eastern.
When nearly 5 years later I have become the President of the European Parliament I always stressed out that we wish for our Europe to be modern and strong. It is especially important for our citizens to notice that as well.
Today, the European Defence Industrial Development Programme along with the European Defence Fund warranty the above.
The EU will invest concrete funds for the development of defence industry.
It is the more important, because this industry employs over a million specialists and is a main carrier of modern technologies and innovation.
New instruments of EU support are about to motivate european enterprises to cooperate cross-borders – so that EU originating products were competitive on global markets. Funds will also support SMEs, which play a vital role in supply chains for european defence. What is more, through supporting the defence industry we also promote dual-use of military solutions for civic applications.
In my strong opinion the “Defence, Industry, Innovation – new EU policies” conference will encourage enterprises located in our part of Europe to actively participate in implementing new european strategies for the development of defence industry.
European Defence Action Plan was announced in November 2016. In June 2017 the European Commission presented the European Defence Fund. A budget of over 13 billion EUR is proposed for 2021-2027.
In May 2018 the European Defence Industrial Development Plan (EDIDP) has been accepted by the European Council.
EDIDP in 2019-20 will have a budget of over 500 million EUR to support and co-finance R&D of military equipment.
Is the EU “going to war”? Or is it competing with NATO?
The EU wants to be a vital part of the responsibility for the safety of Europe. This is mainly why the EU aims at a better utilization of its defence industry capabilities.
This potential can be put to a better use. In the EU over 80 % of public orders and over 90 % of R&D projects in defence sector are implemented at a national level.
We have 17 different types of tanks in the EU, in the US it is just one. In Europe, there are more helicopter producers than governments holding funds for their purchase.
Conference “Defence, Industry, Innovation – new EU policies” will show opportunities arising for the european defence industry.
Participation of Prof. Jerzy Buzek, Chairman of the Industry, Scientific Research and Energy Commitee to the European Parliament, high representatives of the European Commission, Polish government and Parliament, Guests from the V4 Plus group will surely make the discussion on the need for cooperation, innovation and safety the more interesting.
